The target control applies to JPG and WebP. PNG output is encoded losslessly and ignores the target, because re-encoding a PNG does not guarantee a smaller file.
A target is a goal, not a guarantee: the final size depends on image content and the browser encoder. An already optimized photo can stay above the target even at the lowest quality.
PicLite keeps the image dimensions. If a file still exceeds a hard limit, resize the photo first and compress it again.
